i'm eun yang. i'm aaron gilchrist. welcome back to "news4 today" on this monday, january 28, 2013. >> we have several closings and delays to talk about. first in the district, federal offices will not open until noon today. employees are urged to stay off the roads until 10:00 this morning. they do have the option for unscheduled leave or telework. d.c. public schools are also delayed two hours today. the same for the d.c. government. >> we are also tracking delays in maryland. right now prince george's county circuit and district courts will had open at noon. in virginia, fairfax city's government is open with liberal leave. fairfax county government is open with unscheduled leave. pay attention if you take public transit to work. the loudoun county commuter bus service is delayed until 10:00 this morning and prtc omni link will be running on a three hp hour delay. let's get the reason why as we approach 4:31. here's tom kierein. >> look at storm team 4 radar. we're getting precipitation reaching the ground to our west and north. but not right in the district or

south and east. the areas in bright white getting a combination of sleet and freezing rain across loudoun county. across the potomac into montgomery county, the areas in bright white, from poolsville, gaithersburg, clarksburg, all getting sleet and light icing. farther south and east of there, just a few light sprinkles and temperatures are a little bit above freezing around the beltway and inside the beltway. just north and west, we have it right near the freezing mark. hour by hour through the morning hours, hovering near freezing. sleet and icing, 5:00, 6:00 a.m. by 7:00, some light icing on untreated surfaces, elevated surfaces. that's the same for 8:00 and 9:00 a.m. may have a few isolated slick spots on roads. a look at traffic now with danella. >> good morning. checking the roadways in your first 4 traffic report. looking for construction, looks pretty clear. we'll talk about the beltway. from the american legion bridge towards i-95 in maryland in both

directions and as you loop around towards landover road, little volume, light. no accidents or major delays even heading towards the wilson bridge, travel lanes are open. over to you. danella, thank you. we're following another winter storm for you. freezing rain began falling in some places across the area. this is a live look right now in loudoun county, virginia where that freezing rain is falling -- well, was falling a bit ago. we'll check in with tony tull who is out there for us this morning. some of us could be in for a difficult commute with the winter weather moving in. crews working to keep the roads safe even with the possibility of ice. news 4's melissa mollet live in jermantown now. >> we saw big beautiful huge snowflakes by the live truck, aaron. you can see it, uts a fine sleet i snow. easy to see. i'm telling you, on the way up here, it was nothing. 31 degrees, no problem heading

up to 70 and 495 as well. no issue at all. we saw a lot of plows on the side of the roads. we saw a lot of salt trucks on the side of the roads. maryland state highway has 350 of them. those crews will be out and about. right now watching and waiting seeing where the storm is going to it had. you can see here on the sidewalk, just to give you an idea in the past couple of minutes, it hasn't gotten a little slick. this is the stuff, the little bit of ice and sleet that you'll be dealing with when you step outside. be very, very careful. we'll keep an eye on the roads and the sidewalks talking to folks as well. live in jermantown, maryland, melissa mollet, back to you. today, lawmakers could approve billions of dollars in aid for hurricane soind victims. the senate vote today. the house approved the $50 billion package last week. this week marks three months since the superstorm slammed into the east coast. the bill is expected to pass. new had morning, the senate set to announce april bipartisan

agreement on the framework of sweeping changes to immigration laws. it includes addressing border security and a more effective system to ensure companies don't hire illegal immigrants. includes a path to citizenship for illegal immigrants already here. republican lawmakers say this past election was a wakeup call that the gop needs to appeal more to the hispanic vote and they believe this plan will help. immigration reform is front and center today. there's a news conference later this morning calling on the president and congress to enact commonsense immigration reform. the heads of the naacp, seiu and american asian justice center will take part in the conference. the new semester begins at montgomery college this morning. but some may not be able to afford tuition because of the maryland dream act. according to the washington post, undocumented immigrants still in high school but want to take courses at the community

college have to pay almost triple the rate of their peers. that's because the dream act requires students graduate from a maryland high school to be eligible for instate tuition. the college is working with state lawmakers to fix the legal loophole. today, virginia lawmakers will take a look at how much would cost to repair the aging general assembly building. the richmond times dispatch reports that the four-building complex as has asbestos and inadequate electrical system and concerns about the roof, windows and facades. some estimate the work could cost as much as $112 million. part of the complex is 90 years old. it will soon be easier for nursing students in virginia to earn their bachelors degrees. the commonwealth will sign a deal today with george washington university. it will allow community college students in virginia to transfer their associate degree credits to gw's school of nursing. those students will be guaranteed admission at george washington if they meet established academic requirements. 4:35 right now.

this morning we're learning the parents of jon benet ramsey are close to facing an indictment. the 6-year-old was murdered in 1996. the district attorney alex hunter announced there wasn't enough evidence to charge min with her murder. sources say a grand jury voted to indict the parents for child abuse but hunter didn't prosecute because he wasn't sure he could get a conviction. ramsey's parents were exonerated in 2008. 4:36 now this morning. we're learning new details in the deadly nightcl fire that killed 233 people and injured more than 100 others in brazil. the fire happened early sunday morning at a nightclub in santa maria. many of the victims were under 20 years old and suffocated. others were trampled to death. the club had one exit. investigators believe a band's pyrotechnics started the fire that quickly spread through the club. manslaughter charges could be filed in the case. investigators are hoping the manufacturer of a battery monitor offers answers about

you don't ee this every day. sailboats on the ice. they took to the ice for the 2013 gold cup world regatta championship in minnesota. boaters say there's a thrill to sailing on the ice and with some help from the wind, boats top out at about 60 to 70 miles per hour. it doesn't look safe to me. i would be nervous. there are wheels on the boats. you see that? >> is it really sailing if it's not in water? >> boat skating? i don't know. >> whatever does it for you. we have sleet in d.c. right now. that's the latest. >> let's get a check on the forecast with tom. >> it's very light. that's a live view from the city camera. weather and traffic on the 1s at 4:41. look at storm team 4 radar. the areas in white, north and west of the metro area, snow and sleet mixing in. northern fauquier county, northern prince william and across much of loudoun county and across the potomac. farther east into montgomery county, getting light snow with

a little sleet. it's beginning to freeze up on many surfaces because temperatures are right at the freezing mark in montgomery county in western fairfax, loudoun county, parts of prince william and northern fauquier. around the beltway, washington, above washington. although the eastern, southern suburbs near the freezing mark. the sleet, icing, maybe wet snow and then by 7:00 a.m., looks like all light icing as well as at 8:00 a.m. back with the seven-day outlook in ten minutes. in the first 4 traffic office, checking for accidents as well as major delays, construction and around our area, pretty clear this morning. let's head over to 395. at glebe road, as you make your way northbound as well as southbound heading towards the beltway, you are clear. northbound, no issues as you cross over the 14th street bridge into the district. traveling in and around the district, things look clear as well. back in ten minutes. over to you. thanks, danella. it's 4:41. why the price of tomatoes could

breaking news out of annapolis, maryland. police responded to a shooting around 1:00 a.m. this morning. this was on harry s. truman parkway. a man and a woman were shot. the woman has been transferred to shock trauma and the man was

pronounced dead. they believe he was the gunman and that this was a domestically violently related case. that's the latest from the live desk. i'm angie goff. this is probably what you'll see out the windowment this is a look from the weather deck in northwest washington where freezing rain began falling overnight. it's coming down pretty hard right now. it's just raining in loudoun county, though. let's check in with news 4's tony tull with a look at what's going on out there. tony, good morning. >> reporter: good morning to you. we're getting a little bit of rain. about a half hour ago, it was freezing rain. now it's pretty much liquid. like i was saying earlier, you've heard tom kierein say it all morning. the temps are hovering around freezing. look at the sidewalk. you can see the remnants of the freezing rain here this morning. that's what's going to be the problem as the morning goes on. a lot of the temperatures below freezing and causing slick conditions, not only on the sidewalks but on the roads as

calhoun on illegal possession of a handgun. they're acquaintances and trying to figure out exactly what happened. a virginia man will make his first appearance in court accused of murdering his son. joaquin rams took out multiple life insurance policies on his son prince who drowned last october. prince's mother was in the middle of a dispute with rams over allowing him supervised visitation. he's currently held in the prince william detention center. it's 4:47. a former maryland lawmaker pulled from her burning home last week has died. 83 career old christina jones was a former delegate from prince george's county. she was rushed to a baltimore hospital after her home in temple hills caught fire. she was the first african-american to represent the county in the general assembly. the cause of that fire is still under investigation. three men are behind bars, another on the loose this morning after police say they robbed teu dents near the

university of maryland at college park. police say samuel chick as and edgar hernandez robbed a student using brass knuckles outside the shanghai cafe at 3:00 a.m. on sunday. they got away with the victim's iphone and wallet. they're looking for another suspect who robbed a student at the varsity complex. there's a lot of students on edge. >> it's kind of unsettling because today we were looking at apartments and we're looking to live here. we got a text message saying there was an armed robbery here. >> police are looking for the fourth robber who tried to take a student's laptop at gunpoint. the student fought back and the suspect ran away empty handed. hillary clinton is beginning her final week as secretary of state. we've just learned that friday will be her final day as head of the state department. tomorrow clinton will take part in what's being called a global town hall meeting and a television interview. on friday, she'll attend a meeting at the white house.

that afternoon she'll thank everyone at the state department. clinton is starting to reflect on her four years as secretary of state. she sat down for an interview on cbs. they both agree that the brutal campaign for president made their relationship stropger. >> i think there's a sense of understanding that sometimes doesn't even take words because we have similar views, we have similar experiences that i think provide a bond that may seem unlikely to some. but has been really at the core of our relationship. >> clinton would not discuss rumors that she is thinking of running for president again in 2016. well, if you heard rumors overnight about some freezing rain or anything like that this morning, they were true. >> that's right. we're seeing it right outside our window. >> tom kierein is here to break it all down for us. >> it became apparent over the weekend we were going to have this minor event this more than. just a little bit of glaze of

ice is enough to cause problems. take a look now at storm team 4 radar. all of that moving in from the west heading east and much of it from washington east is not quite reaching the ground. but those areas you see in the white, we're getting a combination of snow and sleet. that covers much of fauquier county, the panhandle of west virginia, northern shenandoah valley. ment closer in, into loudoun county, leesburg and points east of there and south of there from ashburn to herndon in fairfax county, a little bit of sleet and wet snow. farther east, it's wet snow and sleet across much of northern montgomery county from gaithersburg to jermantown and east of there near damascus, olney and areas of sleet. the areas in pink, it's a combination of sleet and rain. that includes wheaton, rockville, colesville and farther to the east of there, much is evaporating before it

reaches the ground. temperatures are below freezing in prince george's county, montgomery county, much of fairfax county, loudoun, prince william and fauquier. few isolated spots there farther south. spotsylvania and stafford in southern maryland. part of anne arundel, calvert county near the freezing mark. in the lavender, under a winter weather advisory for this light icing. a little bit of a thin glaze on elevated surfaces between now and until about 11:00 this morning. at 6:00 a.m., still sleet, maybe snow and icing. temperatures right at or below freezing. same thing for 7:00 a.m. by 8:00 a.m., muff a few isolated slick spots forming as well as through can 9:00 this morning on those untreated sidewalks and front steps and the side streets that are untreated could have isolated slick spots. if it looks wet, treat it like it might be ice. be very careful. sunrise at 7:17. sunsets at 5:25. then hour by hour through the day today, the temperature graph

showing a gradual warmup toward later in the afternoon. it will be around 40 degrees and the rain will be ending by then. four-day forecast, warmer weather tomorrow into the 50s on tuesday. wednesday, rain likely during the afternoon. maybe thunder and lightning into the 60s briefly. and then turning colder on thursday and to weekend, might get flurries on friday. that's the way it looks now. i'm back with frequent updates. here's danella with a look at traffic. >> we'll start with earlier construction along i-95 southbound at 19. that's clear. let's head over to bw parkway and talk about that. as you make your way between the beltway and the capitol beltway in both directions, your travel lanes are open. i'll give you a live look at i-95. things nice and smooth as you make your way past 198. that earlier construction was affecting your southbound lanes. looks like it's out of the roadway right now. tom was talking about along i-270. traveling in the jermantown

area. slick spots possible. here's a live look now. you can see the roadway does look wet here. if you're driving and it looks wet, it may be ice. give yourself extra time and lower your speeds. i am back in ten minutes. aaron over to you. >> thank you, danella. the faster you drive, the more gas you burn shrinking your car's fuel economy across the board. researchers from the oak ridge national laboratory in tennessee found increasing from 50 to 60 miles per hour will cut fuel economy by 12%. your fuel economy will drop 14% as you go from 60 to 70 miles an hour. and it will drop 16% if you hit 80 miles an hour. the national average for regular gas rose four cents over the weekend. aaa reports the national average at $3.34 a gallon for regular unleaded. in d.c., it's $3.57. in maryland, it's $3.39 right now and in virginia, it's averaging about $3.26 a gallon. in virginia, that average is $3.49. virginia attorney general

ken cuccinelli is working on bipartisan legislation to make it easier to appear on the commonwealth's election ballot. cuccinelli wants to cut the number of required signatures in half from 10,000 to 5,000. he also wants to allow rejected candidates to be able to appeal the decision before the state board of elections. cuccinelli says the changes are in response to the 2012 election where many presidential candidates failed to get on virginia's ballot. in the day ahead, a montgomery county committee will look at how to protect trees in the county. they will hold work sessions on two bills. one would save, maintain and plant new trees, the other would require a permit to destroy or disturb roadside trees. it would o also authorize the department of transportation to create a tree replacement fund. today could be a historic day for the stock market. the dow is in range of hitting an all-time high today. the previous high mark was 14,164 set in october 2007. the s&p is also close to reaching a milestone.

it's close to breaking 1565. also set in october 2007. a short time later, both markets plummeted because of the economic downturn. tomato lovers beware, prices could be on the rise. ebbs perts predict prices could skyrocket to $5 a pound. that's if the trade agreement with mexico expires. the current agreement sets a minimum price for the country tomatoes so american growers can stay competitive. american growers won't be able to compete with mexican growers who can sell the same products at a much lower price. >> i'd like to see a compromise made to where it becomes a fair playing field between the mexican growers and the american growers. >> a decision on whether to cut the trade ties is expected in may. 4:55 right now. in just a few days, we'll get a first look at blackberry's newest product. they will unveil the blackberry 10 this week. it's make or break for this

company. the products have been eclipsed by competitors apple and samsung. many say the success will decide whether blackberry's parent company, research in motion, stays in business. the blackberry 10 will be unveiled on thursday. a training program to help those most in need could be a thing of the past if they don't find a new home. for ten years, the vienna presbyterian church hosted the guiding eyes for the blind puppy training program. the group uses the space every sunday but the church says they need the space back. organizers understand that space is in demand but the space is ideal for their very important training. >> we do work outside as much as possible. but it is very important that we have a nice room and in a central location in the area. >> the program will be kicked out of the church beginning next month. trainers say they have up to a two-year waiting list for the guide dogs and still haven't found a new space to continue training. >> incredibly important work that they do.
